 CBcomplete_1.3.dm uses sprites from the Worthy_Heroes directory inside mods.   
But the current 624209-CB1.3.zip here  does not include those images.
 
You'll need to install the WH mod, including subdirectories, it's here:

 As an aside, I made the Dogfriend sprite, but qm named it.
 He's a fun hero.

 maybe it's an unrelated problem, but he doesn't seem to have a summon command... do fay hounds just appear after the first turn, how is it supposed to work, 
 
 also I finally got the copy sidhe lord sprite thing to work, if I submit my turn to llamaserver with this change, will it accuse me of cheating?

 It does look like a wonderful hero to get.
 If thats an exact copy of the code section then there are 3 misspellings.
