I did some test and found that the increment of CCF is now 0.01/0.02/0.03 per year, compared with the starting climate index between 0.00-1.50. Several CCFs are needed to make it faster. Does the decimal fraction being rounded down? Not sure.

Compared with its researching/building cost, it shall be more effective, maybe 0.1/0.2/0.3 per year.
