You're trying to load the empire with different amount of racial points spent. Try to set your racial points to 5000 and then load the empire. It's just my guess, though.

Either that, or the Empire in question was made with different files. In fact, adding or removing an advanced trait will invalidate an Empire file, so it may be your problem if you are trying to load up a stock Empire file (or even one done under a different Version of the Star Wars mod).
