What\'s the formula for penetration?

Allright, for most everything in the game the formula is
stat + 2d6 open ended vs stat + 2d6 open ended, but what is the offensive stat for penetration vs magic resist? I know there are items that give bonuses, but surely there is some base number and it is not penetration bonus + dr vs magic resist + dr, is it?
