Missle Command Mod

Playtest of new mod! Fighters are inoperable in this version, as well as Crystalline, Psychic, and Temporal tech, mainly because I wanted to get this out before I go tonight

It may be unbalanced, but that's why I have you people to test it

Should be AI compatible, I didn't add any new stuff.
