The speech files for these races could be spectacular. There's more humor in the Star Control series than any other scifi game I can think of. Too bad the AI isn't complex enough to model neurotic races like the Spathi properly. A Spathi shipset would still be lots of fun for a human player.
I think the Ur-Quan 'seeking mines' could be simulated pretty effectively with a seeker system that fires small seekers every turn and they are fast enough to reach the end of their range that same turn. Probably shouldn't have more than the range of an average beam weapon, though, if you want any play balance.
