This is not a known bug, and most likely caused by your machine:
Are you running the client on the same machine as the host (server instance of Dom3)? Does the host window work ok when the client window screws up?
Which graphics card is used in that machine?
Which of the various command line options did you try?
(Tto get the full list, type dom3.exe -help on the command line while in the dominions3 directory. Dominions will write its options to "stdout.txt")
Start both running server and client in windowed mode, them dump down the graphic settings.
Please try running the client with the -ddddd debug switch, then report back and attach the log file!

As for AI the most effective work around to this problem so far is to simply use an American instead, they tend to put up a bit more of a fight than your average Artificial Idiot.
