You need to have many points stored in an existing counter-intel project.
Whenever an attack is attempted against you, points are subtracted from the defense project. If your points reach zero, the enemy attacks may succeed.

You must also always have points going into counter intel for it to work, just a few at the end will do.

You only need points put into one CI project, and the points stored in all CI projects will be available for defense.

Aha! Thanks for the explanations everyone. Now I understand what's been happening in my PBW games.
