It won't work without some of those files. If you start a game it will try to use the Default AI files, but the empire will have no name, the emperor will have no name, and it will behave in a remarkably lame manner. Even worse than normal for the AI. In some cases the game won't load and will send up an endless stream of "I can't find line blah-blah-blah in file somethingorother.txt"
