How do you make .emps?

Those shipsets will be used in games with random AIs. To make an empire file, either "save to file" in the player setup screen, or use "save empire" in the game options window from within a game.

Here is what you do to make an empire file for a specific AI though:

Make a mod with only a few AIs in it, specifically those that you want to make AI emp files for. Create a folder in the SE4 folder called "AI Empires" or some other game. Copy the Data folder (including the folder) into the "AI Empires" mod folder. Then, create a Pictures folder in the mod folder, and then a Races folder in the Pictures folder. Copy the folders for the shipsets you need.

Then, start a game with 2000 racial points, and then go to Game Options and turn the AI empires over to human control. Then, end turn til you get to the AI, and then do Save Empire. Do that 3000 point games, and 5000 point games too. A good name is something like "Rage 2000", "Rage 3000" and "Rage 5000."
