Something to note:
It is not based on how far the ship is ordered to go.
It is based on the potential speed of the ship.
A subtle differance.

The formula for the time at which movement occurs is [30/ship speed][Movement number] rounded down

Also, simultaneous games only support ship movement up to 30. It won't bother you unless you're using some heavily modded stuff, but it's still a limit.

Some in game observations:
EPM works first and the ship will move every day until the EPM is exhausted.
Late in the game with fast ships, I have often seen ships move on day one. In fact more often than on day two.
No testing here, just my game observations.
