That sounds right. In the end, my Ais never had a problem with it. Even if they have 2 such facilities it is no big deal. One might get destroyed and then you are glad that you have a backup.

This is not completely true. The AI will check only if there is already a facility present in the system with the system wide ability but ignore facilities under construction. Therefore several identical system wide facilities may be constructed at the same time and eventually present in the same system. I see this all the time.
A possible solution would be a special colony type that is only chosen once per system and then put all the system facilities on this colony. I'm not sure that this AI ckeck works when it comes to System Robotoid Factories. In a present game the AI builds them although there are already one or more existing (there were constructed years ago) in the system.
As you said the check will ignore facilities under construction. That restriction should led to a lot of System Gravitational Shields due to their very long construction times. I'm just curious but I've never seen the AI built two of them in a system.
EDIT: Just a chance shot: maybe the check fails for new created planets????

That could be the answer. I never saw 3 or more SRF in a system with any of my races with "pre-build" planets but I'm not sure for created planets.

I usually use different method: diversify colony types, using planet size as a criteria. For example I usualy have several mineral mining colony types with different order of facilities for tiny, small, etc. planets. There' still a problem with non-breathable planets but I arange system wide facilities that they can be build on breathable planets only.

I had the same experience that Rexxx reported with the System Robotoid facility. Even in systems with no "created" planets.

Thats altogether strange. Why don't I encounter the problem? Maybe my AIs avoid them because it is the 6 or so facility. Well, I'm puzzled.

You will see this only on colonies with breatheble athmosphere, because usually the facilities with system wide abilities are built after the fifth or sixth facility. This means you see it usually only after the AI uses athmosphere converters and usually with the system robotoid, system computer complex and system intel facilities, because they are built on the three main colony types. The system gravitational shield e.g. is mainly built on military colonies and these are mostly limited to one colony per system! But all depends on the colony type and facility contruction files of the AI.
