AI and systemwide facilities

This is not completely true. The AI will check only if there is already a facility present in the system with the system wide ability but ignore facilities under construction. I'm not sure that this AI ckeck works when it comes to System Robotoid Factories. In a present game the AI builds them although there are already one or more existing (there were constructed years ago) in the system.
As you said the check will ignore facilities under construction. That restriction should led to a lot of System Gravitational Shields due to their very long construction times. I'm just curious but I've never seen the AI built two of them in a system.

EDIT: Just a chance shot: maybe the check fails for new created planets????
