Gah, stupid news article. If it doesn't have brakes its because it doesn't need them. I doubt it doesn't, though.
This is kind of like noting a car doesn't have wings.

There is a difference between stopping the motors when you lean back and brakes.

Yeah, I wouldn't want to be riding a Segue in the rain or snow. I suppose you could be holding an umbrella while riding it, but still it won't be very comfortable.
It will be fun to ride when the weather is nice. But 17 mph is not that fast. We'll still need a car to go longer distances.
I don't know... is a Segue better than a good bike?

Sure. (Remember, you asked for it... )
1) Hydrocarbon fuels are dirty, nasty, polluting, and will eventually result in the spontaneous combustion of the planet.
2) Hydrogen fuel cells are much cleaner, but are less efficient, have no network of fueling stations, and may have the unintended side effect of drowning portions of Arizona in billions of gallons of water annually. This, however, will lessen smog by allowing it to seep into the ground water.
3) Solar cells prevent the nasty pollution caused by those evil coal power plants and the environmental rape perpetrated by those vile hydroelectric facilities and the imminent nuclear doom visited upon us by fission power fanatics, but it might require the pollution of 5 Earths to create enough solar cells to power this one Earth. Earths desiring to volunteer for pollution duty are being sought now. They also are dependent on the sun; over-reliance on them will cause major problems when the sun either explodes or runs out of fuel. As we will receive notice of this approximately eight minutes after it happens (provided we don't have early-warning outPosts on Mercury or Venus yet [due to Republican military aggression against Uranus, all space units will be tied up there; due to Democrat extension of Social Security benefits beginning at age 3, there will be insufficient funds to build more]), time for production changeover will be very short.
4) The Earth is DOOOOOOOOOOMED!
5) If you don't like any of the above, you may pick up your electric scooter at the door. Just remember to bring an umbrella.
