Bug in 1.84? Trade/gift

One of the trades came from me. And I took over this slot about 5 turns ago or so.

For some reason I believe that Messages never get to the other player is sending the message is among the first things I do during the turn, but they do when they are one of the Last things I do.

I used to replay all Messages before anything else in the turn, and most Messages never got to the other player.
Now I send all Messages at the end (writing them in notepad and copying them if necessary) and don't see that bug so often.
