Yes, and when that happens one ruler will relocate to a different planet to rule over.
I already have earth, so a new Ruler of the World would have to go to a different planet.

I would like to reserve the planet Mars as my planet to rule when I become Ruler of the World. It that OK with you?

(It will probably take me a long time to get to 4000...)
