If you go to the Construction Queues menu (F7, the Wrench Icon)
There is an "Upgrade Facilities" button next to the close button.
It will add upgrades to the queues of all applicable planets, and even convert facilities-in-progress to the highest available tech.

AI in SE Demo is very poor. When you get full Version and install TDM mod, you will see fleets of 30+ battleships

Any Civ game is like that for me, at least in the early stages. Just that by the time you get to the modern age, you're more micro-managing and cleaning up pollution to really enjoy the game as much. And SE4 is just like that too (addictive, I mean), unless you're getting your butt kicked and thinking of starting a new game.
