I think there is a misprint there unless you know something I don't. The Ringworld starbase takes 5.4 years to build and even with 2 emergency build periods it only goes down to 3.9 years. Of course after the next patch changing emergency build you will only be able to build it in 4.4 years with emergency build.

Of course these numbers might change a bit if you take the bonuses to build rate in your game set-up.
