Research Astrophysics 1, and then Stellar Manipulation 3. That gives you WP Opener I (by some different name ofc) and WP Closer. Levels 4-7 of SM give a new level of WP Opener with greater range.

Yes you can, I've done it before...it's just that you have no idea what/whom may be on the other side. It can be a nasty surprise to open a WP and have it lead into someone's (very well established) home system...if you aren't anticipating that scenario, it hurts...trust me

The *cautious* way to use warp openers is to also use warp closers. On the same turn, you can open a warp point, send a fleet through and then close the warp point. Talk about your ultimate hit and run technique...
