You can see what it will cost to research up to that tech level (including prerequisities) in low, medium and high tech cost!
It's an invaluable tool for me. I use it often when I play those PBW games that I really put my heart and soul into.
If Ruatha gives it his seal of approval, it must be good! 
But I can't seem to find any instructions on how to "actually" use it.
So, can someone grab a tech and run it by me (ie explain the process) as to:
a) how to find the tech cost at low, med & high cost?
b) ascertain what the prerequisites are?
Maybe I am handicapped in that I need a "written" manual to help me figure it out.
