I remember this happening in the demo, but it appeared to have been fixed in regular ground combat. I guess it still reoccurs on contested planets.

I've only seen militia repopulated each time my ships shields repset. Never repopulate within a single incident of combat. And I have had several transports attack a planet in waves and wore down the defenders via several assaults.

I have seen this BUG in the 1.19 patch during regular combat. Not very fun!

Check the research files of the race in question. If they don't have 'troops' in there then they most likely won't be invading planets.

What's the point of troops. I tried to invade a home world with around 200 Med troops and got completely destroyed.
Even if you have say three big transports you can only land one at a time during Tactical combat.
Why can't you land ALL of the troops at once???

If you don't destroy the weapons platforms on a planet, you can have problems. Otherwise, unless you're setting your ground combat really low, it shouldn't be that big a deal to take over a planet with one freighter full of troops.
What kind of weapons are you giving your troops? I like the small organic ones, namely the electric discharge or whatever it's called. Not only is it good damage per turn, you can build troops more quickly because of the balanced mineral costs.
