I can confirm this. think about it- if it wasn't this way you could build an endless number of ringworlds.

I always thought there was some sort of limit as to how many planets there could be in a system - if you limit the number of stars, then why not limit the number of planets?

There is:
Creating a planet uses up asteroids... so when there are no more asteroids, you can make no more planets.

There is no limit per se - you can mod system_types file to have sun and/or planet in every sector ! The only limit is on the creating star or planet during the game. Just to stop build ringworld - build star - build ringworld cycle.

Although, if you really wanted, you could build a ringworld, use your modded tectonic bomb to blow it up, create a new sun, repeat until you have N huge asteroid fields. Finally, create huge planets from all the 'roids, and build one Last ringworld. You should have a ringworld protected by N huge planet-moons.  Of course, it's kind of expensive, but if you're building one molly, you might as well build a bunch of them.
