Have you entered into a Partnerships with some AIs common to the AI; that relations has since degraded?
Elaborating on Q's post earlier.
Partnerships with any AI is usually not to your best interests. Actually, the same is true in some Human rivals who also may become envious when they see and become aware of what you are doing, and can do.

This could start a long philosophical discussion .
And I forgot to mention that besides a new treaty the discovery of a new colonisation technology of the AI can trigger the same reaction: if you colonize rock and the AI ice you may be best friends. But if the AI has researched rock planet colonization, suddenly all your colonies get so tempting!

Must be this 'being looked as a new lebensraum' syndroma ... or another thing. Well the important fact is that it seems that the AI dont act randomly when dealing with diplomacy.
I find the diplomacy module rather complete, why is it not that good according to some players?

A major problem is that the AI has no memory of promises made, kept, or broken. It will agree to demands without ever following through and doing what it agreed to.

AI's are very good at declaring war.. but thats about it.
