You should be able to see the effects of changing that setting mid-game as it has nothing to do with the map itself.

Actually I wont change the settings, so I don't get used to something that is not the norm in PBW games.

Remote mining is not very useful in stock se4 (the PBW norm), actually. It is just so easy to start building planets within the first 110 turns or so.

With Proportions mod and in infinite resource games, remote mining doesn't deplete value right?

In Proportions Versions 2.5.3 or higher, remote mining does not reduce resource values.
In Proportions Versions 2.5.2.2 or lower, remote mining does reduce resource values.
That's with the recommended default "unlimited resources" setting.
