What I meant to say was:
If a Battlecruiser uses a Massive mounted Tractor Beam on a Cruiser who is presently at a range of 3, will the Cruiser move any more than 2 spaces towards the Battlecruiser?
For that matter, will the Cruiser *ram* the Battlecruiser because of the Tractor Beam?

No, tractor beams only pull a ship until its adjacent. You have to pound on it with weapons, or board, or give your ship a ram order.

The damage value of the repulsor = how many squares they push.
With large mounts, you can get 20+ movement and throw them clear across the combat map.

Whoa...
Suddenly this weapon seems useful. I can see a few of those being very useful in a few-vs.-many battle. Keeps the dogs off.
Do they work against Fighters and other Units?

I believe so; in P&N there is even a component called the "Point-Defense Repulsor Beam" which repels seekers, causing them to waste their movement and hopefully run out of fuel before they hit you (if you have enough beams to keep them at bay!)
