Now, who will be creating these neutrals.
If I put the neutrals in the folder with the other races will I be able to select them?

People were talking about modifying Neutrals in another thread.

I'm guessing you'll have to make this map anyway. Can you specify the stating location of a Neutral race in a map editor?

If I remember correctly, you can do anythin with SEIV mapeditor. Choose the places where players start, make wormholes, planets, suns, nebulas... everything. you can find the mapeditor at the same location where is SE4.exe. It is called SE4Map.exe.
