Not if it's obvious who will win.
Surrendering to another player during the game would tip the game balance and is therefore not allowed.
But ending the game by all saying who the winneris is not disallowed.
In one of the other matches it was obvious who would win even though all of us had plenty of ships and resources left, so we collectively gave up.
Then, as the other player in r1g3, allow me to declare Spoon and his Worms of Woe to be the official victor of this round. Congrats Spoon!!
