Let me see if I understand you? You can build things at planets without shipyards? Yeah sounds like a bug. Make a save game file showing this and send it too se4@malfdor.com

Also I don't think the updated patch will EVER be able to be used without reinstalling so if you don't want to reinstall you'll have to wait for about 2-3 months for the next patch. BTW: You'll want to get 1.27b becuase in the ealier Version the AI won't build any ships, So you will win everygame.
