random encounter mod possible?

Something that happened to me as a random event once, was that one of my colonies rebelled and became an independent Race...in other words, an whole new race just popped in on one of my planets

It really sucked because it was very early in the game (only about 6 planets colonized) and it was one of my really good planets...
