 I ran a simulation on this kind of defence a year ago... I creted a storm generating ship and ordered it to create storms one on top of the other... it worked fine and the storms had different-random "abilities" upon creation. Turbulence, shield damage, sensor interference, "harmless" etc. etc.
 I also had several fleets ready and sent them into the storms and found that about 30 storms stacked are enough to damage an incomming fleet almost for sure (say 80-100% probability) But the really weird thing I found out was that the more ships the fleet had the more likely it was for it to get damaged... the effect really showed itself from say 3 ships and up to 10 ships... then it "evened-out" and the prob. didn't increase if you had say a 20 ships fleet compared to say 10-15 ships fleet.
 
 But this kind of defence isn't as easy in 1.91 anymore...as if I read the history.txt correctly it says that it isn't possible to create more than one storm per turn...
