Welcome to the forum.

You are basically screwed. Bases don't move, thats why they are bases, not ships

(No tugs available in SEIV)

If you want your base at a specific location you have to build it there. Use a shipyard ship, you can build those on hulls of cruiser size or larger.

Research do end, but it takes more than 1 day
