Renegade has a good point too. consider prohibition, most people look back on it as a bad, puritanical idea. this is not entirely true. before prohibition was a federal law in the US, many cities and towns prohibited drugs and alcohol.
keep in mind that this was a time when snuff was legal, a few decades ago England had fought an opium war with China so that they could continue to push drugs on them, and it was very common for a man to get up in the morning and snort an "eye-opener" for each eye, and then maybe one for each nostril. the kind of guy that hits the dope first thing in the AM, isnt going to be the kind of guy to found a business or open a library. so if you outlaw drugs and alcohol, you were telling people what kind of folks you want living in your town.
so yeah, society would function alot better if everyone was straight. but chemical methods of relaxing and escaping are so institutionalized in our society, that its hard to get rid of them unilaterally. and deciding who can use what when and why.. well, you can see how it gets sticky.
