Graphics-wise it's certainly doable. However, it would have some wierd side-effects. First of all, each section of the ring would be considered an independant planet by the game. Would have to be colonized separatly, and could be owned by different empries. This is kind of cool, except that logically you would expect that ground units could be transfered between, or invade neigboring sections of the ring. Unfortunatly the game would not allow this to happen. Also, there would be no way to construct such a ringwolrd in the course of the game. This isn't neccesarily a bad thing though. And assuming it's allowed by the mod, you could destroy individual sections of teh ring without negativly affecting the rest of teh structure. I am not all that familier with the physics involved. Perhaps this makes sense, perhaps not. Simple way to avoid it is make the planet sizes such that they are not destoryable though.
