You installed a patch for pre-gold SE4, not a patch for Gold SE4, correct?

Try creating a new game and see if planets with ruins still aren't giving you technologies.

Do what Fyron recommended, and I would add that getting SEIV Gold is well worth it. You will gain access to many more mods, ship sets, and game improvments.

Actually, you can still use the newer shipsets, you just have to get rid of the AI files which aren't compatible, so you won't get the custom AI's
