PPB works well against drones and satellites, but I can't get it working against fighters. I build a large fighter 3, added compulsory components and some engines and small shield generator 3. Thus the ship should have had 60 shields and damage resistance about 20. Still it needed two shots from PPB.
It is because shields on units are part of structure. During simulation, take a look on the red bar of your fighter. It has a value equal to shields+structure ! After a hit by weapon, both red and blue bars drop by the same amount
