But how is this, the Vikings only make 20 small troops from the AI unit File and in the Vehicle Construction File in almost all cases make one to no Troop Transports maybe one more if the AI has more then 10 or 20 planets?

But how is this, the Vikings builds 500 troops from AI_construction file and build a troop transport per every 8 planets - normally it means 3-4 transports in the fleet.
