that is still a very useful ability. For a fleet that relies on seekers, drones and/or ramships it can be great to foul up all sensors.

say, isn't there a system-wide ability that improves the attack of all your ships? i wonder if i could stick it on a ship...

yes,
Combat Modifier - System
Value1 = Percentage combat modifier for entire system (+/- percentage).
Value2 =

Damage Modifier - System
Value1 = Percentage damage modifier for entire system (+/- percentage).
Value2 =

these are the abilities for the war shrine and death shrine.
I think these work on components also.

From the FAQ:

Where (LC = Level Cost) and (L = Level):

Low tech cost =LC*L
Mid tech cost =LC*(L²/2)
High tech cost = LC*(L²)

That forumla is not entirely accurate... it would imply that a level one tech area costs 1/2 its lised cost in a medium tech cost game!
