I can partly confirm this.

What Q describes I could reproduce in turn-based play.

In simaltaneous play, however, all works fine and combat takes place.

tested with 1.84, btw

My test and observations were indeed all in turn based games and empires under human control.
The best solution to correct this would be to ask if the stationary ships/fleet want to engage in combat (like when you are about to enter a sector with enemy ships).
So in all other situations combat takes place? E.g. an unarmed minesweeper with sensors in a nebulae, which is able to see enemy ships while the enemy can't see him, will be involved in a combat if by chance the enemy enters his sector in a simultaneous game?? That would be not to good either IMO (unless you think that knowledge kills you is appropriate ). And what about if the stationary fleet/ships is actively cloaked?
