I wouldn't treat the manual as gospel on the subject. Optimal is definitely better than Good, and I've never seen Pleasant, although I usually don't bother with climate control facilities

I would question whether the Climate Improvement Plants even f*cking well work at all. I built a Grade III one on an Unpleasant planet, and 43 turns later, it was still unpleasant. Yes, 43.
Stuff like that really annoys the hell out of me.

I've been using them for the Last couple of weeks, and they have been working well for me. I colonize small planets/moons which will only hold 1 facility. Takes bunch of turns to build the Atmosphere Converter, then around 30 turns later I get a report that says "Atmosphere converted" and lo and behold, I can now put in 5, 6 or more facilities. I'd say it's working.
I play mostly un-modded, BTW. The only changes with my game are some custom weapons that I'm messing with.

Lerchey - I was refering to the Climate Control Facility not the Atmospheric Modification Plant. The CCF is suppose to upgrade the planet conditions for better reproductive rates. Thanks for your input though.
Possum - That is the same problem I am having. I've had a CCF III on a planet with unpleasant conditions for at least 20 turns now. I would think it would take less time to better planet conditions a little then to convert a planet's atmosphere.
Has anyone out there had any success with the Climate Control Facility?

Like Drake. I never build them.
For an extra 2k,2k,2k, you could instead build a Value Improvement Plant III that DEFINITELY increases your resources at the rate of 3% every year.

I've had Climate Control Facilities on some "Deadly" planets for ages, and not gotten them to improve.
However, I think I've seen a couple planets improve to "Good". But I haven't really tracked it very well.

Ok, we have: CI3 = 3% increase / turn
6 or 7 levels of conditions
-Optimal
-Good
-?Pleasant?
-Mild
-Unpleasant
-Harsh
-Deadly
Now, assuming that conditions range from 0%-100%, we have:
roughly 12% per level / 3% increase = 4 years = 40 turns to increase one level
Assuming conditions range from 0%-255% (like value)
roughly 36% per level /3% increase = 12 years = 120 turns to increase one level.
So, you're left waiting for 50-100 turns just to go from Harsh to unpleasant.
There's, your problem, the solutions ar clear: build multiple CI3s, or mod.
