If a race is lacking any AI files, then the default AI files will be used to fill in the gaps for the missing files. They are in the SE4\AI folder. Which set is used is determined by the AI General file (IIRC) of the race in question. I do not recall what the default selection is if there are no AI files at all. But yes, the races will work without AI files. They will be somewhat generic, but at least they will work.
