Re: Theory Behind PBW Tactics
Tactics are useful to the game.
The AI is pretty dumb you can isolate 1 enemy take em out then move on.
When attacking a system make sure you have some troop ships for invasion, missile ships for weapons platforms. Beam weapons for satelites and smaller ships. Make sure you have some shields and point defense weapons to counter their weapons.
Propulsion isnt as inmportant if you have good point defensive weapons. If you have superior weapons go for the main bulk of that systems fleet and main planets - capture ones with shipyards and other important resource and research facilities to reduce their ability to fight back. Launch simutaneous across several systems - diVersions also.

This is a great quote, but I am not sure your annotation relates to it very well. It's talking about using deception to achieve tactical and strategic advantage over your enemy. Very crucial and an invaluable tactic in SE4. But it doesn't relate to concentration or role playing at all.
If you like Sun-Tzu and Se4, here'e a link to a page you might like.
The Art (and science) of SEIV War by Master Belisarius
That document is two years old, and I think the tactics suggested by MB have stood the test of time. If there are any points that maybe are out of date, don't hold it against him though. I am sure his game play has evolved some, even if I haven't gotten with him to revise his treatise.
After read it again, still think you did the true work fixing my pathetic english and including the very interesting Sun-Tzu quotes!

If you're talking about the Geo's link, well, would say the only big update should be: "the Ionic Dispersers are mostly useless now!"

Re: Theory Behind PBW Tactics
Gain Intel early. Gets the jump on Intel gathering. I rarely use Intel for active offensive projects. I'm way more interested in information gathered.
example:
1)Find a space port.
2)Target and destroy.
3)Hold, and regroup in-system.
4)Repeat
Use the Notes in the Galaxy Map to keep track of static information gathered on various systems (build queues, space ports, resupply bases, etc)
