the Tartarus would have to be a 1kt ship with built in 255 movement and bridge, and would have to have lots of zero KT components specially designed for it.
time lord troop units would be incredibly badass, but would take forever to build just 1. darlek troop units would be good ground forces, but more affordable.

How about all of the different Earth era's space fleets? Seems like every time the Doctor, no matter which one it was, went to Earth in the future, there were always different ships being used. If a mod can't be made, how about some shipsets?

The only problem is that the only known Tardis is stuck in the Police Callbox shape. Who knows what the newer model Tardis's are capable of shaping into. Also, I still haven't seen most of the older episodes, so I don't know if the Time Lords even use spacecraft besides the Tardis. Nice picture, though.

Well, the Master's Tardis has turned into things like a grandfather clock, statue, column, and airplane. And there was a brief period with the sixth Doctor, when he repaired the chameleon circuit and the Tardis looked like a piano.
Ah, I miss that show...

I think you could use a tech area that gives you the "geometrically transcendental" mount, which divides all component sizes by a number (larger as the tech advances).
A time ship would also have good cloaking levels and good temporal scanning levels. You'd need good temporal scanners to detect them. The Time Lords are psychic as well as time-sensitive, and you seem to need both to be able to pilot a time ship.
Thing is, the Time Lords don't want to rule the galaxy. I suppose though that you could make a scenario where everyone else is an unenlightened powermonger type trying to conquer them. I don't know that SE4 is particularly well equipped to handle it, though. Brute force can't really work - there always has to be some sort of gimmick or ruse to enable force to be used.
