misc improvemnt thought for seV - on "load troops" order, Troop Transports should attempt to load first.
actualy though, I dont know if the ship designation realy does anything does it? (other than ai stuff), its just like designating plannets to be reserch collonys or mineing, farming etc.

2 points here:
troop transports should load first if the order is to load troops. sat layers should load first if the order is to load sats. fighters should be loaded by carriers first, etc...
second, yes, the TT designation causes your other ships to only attack the planet(s) until the weapon platforms are dead, then they stop so that the TT can capture the planet. Planetary designations on the other hand are only for AI use or your own personal tracking, but do not affect the game.

Right. Even having ships with other cargo capacity will still let you capture one planet/moon per TT. The problem comes in loading cargo to capture in more than one sector per turn. You have to be more careful to load cargo from every planet in the sector, or you will leave troops behind.

I noticed in 191 that Planets still do not deploy mines and Satellites even if they have them in inventory.

Do you mean in combat? They are not supposed to launch mines in combat. They should probably launch satellites though, as the Satellite Bay explicitly mentions launching satellites in combat.

from ai_settings.txt:
Percentage of total satellites to keep as planetary cargo := 40
Percentage of total drones to keep as planetary cargo := 40
These determine how much to keep in inventory. The AI won't launch mines from a planet ever due to they are unrecoverable. They will launch sats up to the percentage in this file. Sats are only launched strategically, not during combat, because the sats could be non-combat configuration and would be cannon fodder if launched. This was reported to be the intention of MM as to why/how these are launched.
