You have to also think of the employers - they may release someone just short of firing them because it is so much paperwork (weak excuse, I know)and bad press to have a police investigation in an employee (who wasn't honest on their resume). It is often a "quit or I will fire you" attitude which the employee gladly takes and gets off scott-free. Following employers only see a "This person worked here from x to x." Letter with no mention of the fact that they stole their body-weight in office supplies every week and looked at illicit material Online every day. Take a look a the nurse in PA/NJ on 60 Minutes who was essentially killing patients and none of the hospitals were willing to press charges because of the bad rap they would get. They were afraid he would SUE THEM!

As a counter-point (I haven't read the article), wearing a giant costume head does make it difficult to walk around and one can make mistakes when trying to pose for pictures with family after family eight hours a day in the Florida sun.
