Yes, the AI takes over for that turn.

You can avoid the AI doing anything by:

1) Open Empire Status window. Crown icon.
2) Click on Ministers.
3) Scroll to bottom and enable "AI Should Not Make Changes in Simultaneous Move Games" or whatever it is called.

It is good practice to do this on turn 1 of every PBW game.

Thanks...I thought I had already did something like that...I'll look for it...

Man, your entire Empire can get turned upside down when you don't turn in a a turn for 3 turns...I didn't know which end was up...and I think my ministers caused me to go to war with another empire....it was not what I had in mind for those turns...ah..now to fix it...
