I guess you took the neutral happiness type. It has a little better natural increase for happiness but almost everything you do is negative happiness. Including colonizing a world, any battle in system regardless of outcome, your ships in system or sector have zero influence on happiness, enemy ships are negative
Bloodthirsty also have a less happiness decrease for colonizing

Suggestion: Ships in orbit will improve happiness. Perhaps you could build a bunch of escorts, park them in orbit and mothball them so they don't cost maintenance?

Thanks for the comments. This is still a bit weird.
I'm neutral. There are no colonies or other races in my home system, and just one allied ship in my second system.
I had no idea that just about everything you do as neutral negatively affects happiness. I don't see this in the manual!
The idea of producing and mothballing ships is intriguing. Are you sure that a mothballed ship increases happiness?
Does anyone know the relative impact of a orbiting ship versus troops?
How many troops would you put on a planet?

from the .txt file for neutral
Our Ship in Sector := 0
Our Ship in System := 0
actually ships are bad in that
Any Ship Constructed := 1
The only 'postive' modifiers for neutrals are :
New Treaty Non Intercourse := -100
New Treaty None := -100
Our Troops on Planet := -2
and a natural decrease 2.5 times more than bloodthirsty or neutral.

Hydraa, can you tell me what is the scale for the numbers you refer to. How many points is it from angry to (is the next level "revolt"?).
If troops are -2, does is matter how many troops you garrison?
Also, orbiting ships make NO difference?
It looks as if the manual is positively misleading for neutral!

I will add in some more details later as I have been wondering about multiple troops myself.
The manual seems to have a piece of fine print imbedded in it
'Keep in mind that the Happiness Modifiers displayed below are for a "Peaceful" racial happiness type.'

Also note that the natural decrease doesn't count for captured populations, they have a natural increase in anger, this makes it almost impossible to keep captured populations happy under a neutral happines regime. Building lots of troops is the only thing that really helps.( I'm quite sure that multiple troops give more happiness)
I like playing as a neutral because it makes the game more interesting, you have to be much more carefull in everything you do. accepting a treaty can make half your empire go into anarchy for example.. Even winning battles will make your people angry
