Sadly, no. You could make events happen every turn and make all events be of the WP open and close types, but I think only one event can happen in a turn.

Lets hope they do the SE5 sceniro sector with scripting to allow such a thing - for PBW and sceniro editing it would be a great idea. Might email MM with this suggestion.
