The expert modders on the forum are pretty cool about sharing info. I've learned a lot from reading stuff. Post a message describing what you would like to do, and someone will probably give you some tips.
A good basic starting point is to look at the file se4\data\components.txt. Make a backup copy of this file and then try editing settings in this file to get an idea of some of the stuff you can do. The easiest mods are the ones where you simply 'tweak' the values to make a weapon do more damage or increase its range.
It's even better if you leave the original files alone and instead edit copies of the files in a special "Mod" directory. Copy everything from your se4 directory to a subdirectory under se4 and name it something like test. Then, edit se4\path.txt to say Test instead of none. Now, the game will look for its data files in your 'test' directory instead of the main directory. That way you can test stuff without messing up your original game files.
When you get ready to go back and play a game with the original files, just edit se4\path.txt again and make it blank or None.
Another route to take is to download the TDM_ModPack over in the Mod Forum. Then, compare the files they've changed to the original files.
