most of the mods that take place during turn generation (AI mods and such) only need to be on the host. otherwise, you need to talk to who you are playing and make sure that if anyone has any mods, that everyone has the same stuff. I keep a couple copies of the game, one is not modded at all so i can play with people from a common baseline.
