Make a ship, add troops to its cargo holds. Now the two ways you can do this via combat are; Stragic, Tactical
St)Set the ship (fleets) mission to capture planet, hit the stragic button, and hope for the best
Tac)Move the ship with the troops next to the planet, from their give it the order to drop troops.
